Description

POSITION SUMMARY

Responsible for the financial planning and business operations of the assigned Section, including budget management, accounting, and financial analysis. Partners with Section leadership to establish business objectives, manages the annual operating and capital budget processes, and oversees staff supervision and performance management for the Section.

 

KEY RESPONSIBILITIES

  • Develops, administers, and monitors budgets, accounts, policies, and procedures relating to operational activities
  • Manages the annual operating and capital budget processes, including management reporting and related financial systems
  • Administers and monitors capital equipment, operations, and personnel budgets; reviews prior expenses, investigates variances, and takes corrective action
  • Forecasts future budget requirements and trends; makes budget recommendations to Section leaders
  • Works closely with clinic Finance department
  • Uses organizational financial accounting systems (FAS) to balance accounts, research account deficits, and resolve problems
  • Prepares journal entries for accruals, fiscal year audit schedules, account clearing, and asset depreciation for financial reporting
  • Negotiates new and renewal service contracts; reviews provisions and resolves vendor questions to ensure contract compliance

Grant Administration

  • Ensures awarded grants conform to defined budget parameters
  • Projects budget needs to accommodate future grant funding increases, changes, and awards

Financial Analysis & Reporting

  • Develops and analyzes financial information used to establish Section business objectives and direction
  • Coordinates financial analysis projects among Section staff
  • Ensures preparation of operational and statistical reports for management and regulatory agencies
  • Maintains accurate, up-to-date accounting and statistical records; submits reports and advises management
  • Collects, organizes, and analyzes data; develops and improves data collection methods
  • Interprets applicable regulations; establishes filing and auditing procedures to ensure compliance
  • Provides oversight of financial systems used to generate financial and operational reports

Staff Supervision & Development

  • Supervises staff and manages employee performance, including ongoing feedback, training, and competency verification
  • Monitors and directs workflow
  • Projects staffing needs; assists in interviewing, hiring, and recommending candidates for vacant positions
  • Coordinates preparation and processing of employee information, requisitions, and related paperwork
  • Provides input on employment, employee relations, benefits, and compensation decisions

Policy & Compliance

  • Administers policies, procedures, and related forms per state, federal, and organizational guidelines
  • Reviews, revises, and communicates policy updates to ensure compliance
  • Advises and trains managers, supervisors, and staff on financial administration policies and procedures
  • Conducts training sessions to ensure consistent business operations practices and data collection

Strategic & Special Projects

  • Participates in developing Section goals and objectives
  • May plan, implement, and evaluate special projects to improve Section financial and business operations (e.g., facility planning, staff reorganizations, new service provision)
  • Acts as a resource to Section leadership on the annual budget process

Other

  • Other duties as assigned
  • Works with manager on professional development plan
  • Attends educational in-services and participates in professional activities/organizations to maintain current industry knowledge



MINIMUM QUALIFICATIONS: Bachelor's degree in business, finance, healthcare administration or related field required. 3-5 years professional business or management experience required; Minimum requirement of 2 years supervisory/manager experience is required.

PHYSICAL REQUIREMENTS: 1-10 lbs 0-33% of the work day (occasionally), negligible 34-66% of the workday (frequently), negligible 67-100% of the workday (constantly). Lifting 10 lbs max, carrying of small articles such as dockets, ledgers, files, small tools, occasional standing & walking, frequent sitting, close eye work (computers, typing, reading, writing), Physical demands may vary depending on assigned work area and work tasks.

ENVIRONMENTAL FACTORS: Factors affecting environment conditions may vary depending on the assigned work area and tasks. Environmental exposures include, but are not limited to: Blood-borne pathogen exposure, Bio-hazardous waste. chemicals/gases/fumes/vapors, communicable diseases, electrical shock, floor surfaces, hot/cold temperatures, indoor/outdoor conditions, latex, lighting patient care/handling injuries, radiation, shift work, travel may be required, use of personal protective equipment, including respirators, environmental conditions may vary depending on assigned work area and work tasks.
