Description

The Manager, Business Operations is responsible for the financial planning, operational oversight, and business management of an assigned clinic section. This role oversees budget development and monitoring, financial reporting, and operational analysis to support the section’s strategic and financial objectives.

The position partners closely with section leadership and finance teams to ensure sound financial management, operational efficiency, and compliance with organizational policies, regulatory requirements, and financial reporting standards. This role also supervises staff and supports process improvements that strengthen financial performance and operational effectiveness.

RESPONSIBILITIES

Financial Planning & Budget Management

  • Develop, administer, and monitor section operating and capital budgets.

  • Support annual budget development, financial forecasting, and long-term financial planning.

  • Analyze financial data to inform business objectives and departmental strategy.

  • Monitor capital equipment, operational, and personnel budgets to ensure fiscal accountability.

  • Review prior budget expenditures, investigate variances, and recommend corrective actions.

  • Provide budget recommendations and financial guidance to section leadership.

  • Work closely with the clinic Finance department to ensure alignment with financial policies and procedures.

Financial Reporting & Analysis

  • Prepare operational, financial, and statistical reports for leadership and regulatory agencies.

  • Maintain accurate accounting and statistical records for financial programs.

  • Collect, organize, and analyze financial and operational data to produce management reports.

  • Utilize financial systems (FAS) and resource tools to reconcile accounts and analyze financial performance.

  • Prepare journal entries, accruals, fiscal year audit schedules, and asset depreciation documentation.

  • Support financial systems and reporting tools used for operational and financial reporting.

Grants, Contracts & Financial Compliance

  • Ensure awarded grants comply with established budget parameters and financial guidelines.

  • Forecast financial needs related to grant funding increases, changes, and awards.

  • Negotiate new and renewal service contracts and review vendor agreements for compliance with organizational requirements.

  • Interpret financial regulations and implement appropriate auditing, filing, and compliance procedures.

Operational Leadership & Process Improvement

  • Oversee and improve financial and operational procedures within the assigned section.

  • Coordinate financial analysis initiatives and data collection activities across the department.

  • Participate in the development of section goals, objectives, and operational strategies.

  • Lead or support projects aimed at improving operational efficiency, such as facility planning, staffing restructures, or service expansion.

Staff Leadership & Development

  • Supervise staff and manage employee performance.

  • Provide coaching, training, and ongoing performance feedback.

  • Monitor workflow, assign responsibilities, and ensure operational productivity.

  • Assist with workforce planning, recruitment, interviewing, and hiring decisions.

  • Support employee relations and provide input on compensation, benefits, and personnel matters.

Policy Administration & Compliance

  • Administer departmental policies, procedures, and forms in compliance with state, federal, and organizational regulations.

  • Review, revise, and communicate policies to ensure regulatory compliance.

  • Advise managers and staff on the effective administration of financial and operational policies.

Administrative & Organizational Support

  • Coordinate preparation and processing of employee documentation, employment requisitions, and departmental paperwork.

  • Develop and implement improved data collection and reporting methods.

  • Conduct training sessions to ensure consistent financial and operational practices.

  • Participate in professional development and continuing education activities.

  • Perform additional duties as assigned.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s degree in Business, Finance, Healthcare Administration, or a related field required.

Experience

  • Three (3) to five (5) years of professional business or management experience required, preferably in a healthcare setting.

  • Minimum of two (2) years of supervisory or management experience required.

Preferred

  • Master’s degree or fellowship may substitute for required experience.


PHYSICAL REQUIREMENTS: 1-10 lbs 0-33% of the work day (occasionally), negligible 34-66% of the workday (frequently), negligible 67-100% of the workday (constantly). Lifting 10 lbs max, carrying of small articles such as dockets, ledgers, files, small tools, occasional standing & walking, frequent sitting, close eye work (computers, typing, reading, writing), Physical demands may vary depending on assigned work area and work tasks.

Environmental exposures include, but are not limited to: Blood-borne pathogen exposure, Bio-hazardous waste. chemicals/gases/fumes/vapors, communicable diseases, electrical shock, floor surfaces, hot/cold temperatures, indoor/outdoor conditions, latex, lighting patient care/handling injuries, radiation, shift work, travel may be required, use of personal protective equipment, including respirators, environmental conditions may vary depending on assigned work area and work tasks.
