Description

  • Responsible for managing the day to day operations of andrology and embryology lab area within Emory Reproductive Center.
  • Plans and coordinates the activities of staff within the section to meet operational standards of the organization.
  • Manages section resources in line with budget.
  • Ensures compliance with policies, procedures and regulatory guidelines.
  • Handles operational issues as they arise within the andrology and embryology lab and works with Section leadership to resolve problems as needed.
  • Accountable for activities that will enhance operational efficiencies, improve patient satisfaction and result in cost effective healthcare solutions.
  • Evaluates the daily operations to ensure the Section is providing quality patient care and maximizing patient flow.
  • Supports the achievement of Section performance targets and financial goals.

 

Equipment and Supplies: Develops procedures for purchasing medical and office supplies and capital equipment necessary for the lab. Establishes and maintains an inventory system to ensure adequate levels of supplies and equipment. Purchases, receives and authorizes for payment all equipment and supplies necessary for the efficient running of the lab. Meets with vendors, evaluates their products, and directs the purchase of all capital equipment for the lab. Investigates and recommends, with technical supervisors and directors, the purchase of new products and equipment. Develops criteria for vendor bids and recommends vendor selection. Participates in review of new vendor contracts that support purchase of lab equipment and/or cryopreserved tissue inventory/billing functionality. Assures that all equipment repairs and maintenance requests from lab team are made in a timely manner.

 

Financial/Budgeting: Collaborates with section leadership to incorporate financial management responsibilities into the roles of the lab operations staff including budgeting, inventory monitoring and control, and purchasing. Works with section leadership to manage lab operations related to cryopreserved tissue billing, reimbursement opportunities, revenue cycle management, payment variances, etc. Responsible for profitability and managing within the budget established. Analyzes and acts on reports generated by the business office and makes changes in management practice as necessary. Reconciles andrology and embryology charge slips for accuracy and identifies missing lab charges. Responsible for sustaining and contributing to the growth of Emory Reproductive Center and its satellites.

 

Management/Supervision: Implements, monitors and helps develop policies and procedures to ensure compliance with regulations applicable to management the section. Coordinates with other laboratory leadership in developing goals and objectives for the laboratory. Responsible for program management to include overseeing planned recurring shipments of cryopreserved tissue to offsite storage facilities as directed by lab director/lab senior leader and determined by lab steering committee. Analyzes laboratory strengths, weaknesses, opportunities and constraints to direct resources to accomplish objectives. Works with Laboratory Supervisors, Managers and Directors to develop succession plans. Reviews and updates job descriptions by reviewing job responsibilities and minimum qualifications on a regular basis. Supervises staff and manages employee performance. Assures accuracy of payroll records. Provides on-going performance feedback, addresses problems and takes corrective or disciplinary action as needed, orients and trains employees, verifies and documents competency and identifies and suggests ways to develop skills. Monitors workflow. Meets with other staff members to discuss progress and to develop future courses of action. Performs periodic audits, surveys, and organizational assessments. Resolves operations issues and implements activities that will enhance operation efficiency.

 

Technical: Coordinates technical functions with technical coordinators/supervisors, directors and other hospital departments. Acts as liaison between lab and IT teams to facilitate timely completion of IT enhancements that improve lab operations. Communicates operational changes to technical supervisors/staff and other hospital departments. Collaborates with appropriate staff to assess information system needs and to facilitate the development of an electronic medical record. Institutes lab staff training in use of available information systems. Integrates TEC and EHC information system projects to facilitate the provision of patient care, efficient use of clinical resources, and compliance with managed care contractual obligations.

 

Quality/Safety: Keeps abreast of regulatory changes and assists lab director with Quality Assurance and safety compliance with federal regulations and certifying agencies. Ensures maintenance of accurate specimen inventory records, procedure manuals and record storage. Enforces safety policies and procedures, CAP regulations, OSHA regulations, and employee health surveillance program. Monitors all internal systems and makes changes in controls as necessary. Collaborates with Quality Management to facilitate development, implementation, and monitoring of continuous quality improvement initiatives. Collaborates with administrative, business, and clinical staff to improve the system by which physicians' orders for lab procedures are appropriately implemented and documented.

 

Patient Care and Advocacy: Evaluates daily operations to ensure the Section is providing quality patient care. Communicates with patients, their families and/or physician as requested or needed. Implements initiatives to improve patient satisfaction. May serve on, or chair laboratory and clinic steering committees or clinical pathways. Serves as liaison between laboratory and patients, physicians, nurses, staff and other institutions. Communicates frequently with other laboratory managers promoting teamwork. Seeks input and recommendations from staff on ways to improve operations. Meets with faculty, nursing, physicians and other customers regarding laboratory operations/service and education/research.

 

Professional Development: Works with manager to formulate plan for professional development. Attends educational in-services as appropriate. Participates in professional activities and organizations to maintain knowledge of current trends, practices, and developments. Reporting/Data Management: Accountable for collecting, organizing and analyzing data in addition to generating and providing accurate and complete reports for management and/or regulatory agencies. Develops and prepares operational and statistical dashboard reports for management and lab steering committee. Evaluates and implements operational changes to improve the quality and efficiency of laboratory services. Coordinates quality issues with other hospital departments. Prepares reports identifying quality improvement and laboratory accomplishments. Assists in preparing operational, statistical reports for regulatory agencies, productivity monitoring and benchmarking activities. Reviews reports to assist in making fact-based decisions. Oversees test fee schedule, coding and cost analysis. Coordinates test billing and cost analysis with laboratory information systems. Tracks operational metrics to support fact-based decision making and Process Improvement activities.

 

Staff Resource: Coordinates, participates and assists with in-service education in section. Institutes staff training and education programs to promote professional development, ensure consistency in andrology and embryology lab practice, and compliance with JCAHO, safety, and infection control policies. Serves on and participates in relevant clinic-wide standing and special project committees. Collaborates with other clinical departments to improve clinical operations and communications within The Emory Clinic. Schedules and attend meetings as needed.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in medical technology or a chemical, physical, biological science or related field is required. Master's degree in Business or Healthcare Administration is preferred.
  • Certification by one of the following accreditation agencies: MT (ASCP), or categorical MLS (ASCP), MT (HEW), MT (HHS), MT (AMT), MT (NCA), HTL (ASCP) OR 5 yrs. of direct laboratory management .
  • Six years of medical technology experience which must include five years in a supervisory capacity preferred.
